The bill also provides tougher penalties for non-viole   nt crimes, such as possession or production !   of drugs, such as marijuana, resulting in possibly   eld in prison for a simple possession of drugs. This not only relates back to the financial problem of keeping up with increasing number of prisoners, but also brings non-violent people into the   train of violent criminals already serving in the prison.
